Finally, the person who counted 21 gets to create a new rule to add on top of that, and then you go for another round.
Now, in addition to 7 and 14 being switched around, you have to tell a secret about yourself in place of number 9. Or, you have to create a haiku on the spot in place of 16. Maybe 20 is now the word “kumquat.”
For simplicity’s sake, one common rule of Cheers to the Governor is that 1 and 21 remain untouched throughout, so you always end the round on 21.
In addition to drinking after reaching 21, the partner who fails to remember any given rule change takes a shot.
Why It’s Fun
The starting base rule is never much of a challenge, but it might be somewhere in the third or fourth round that players often start struggling to remember all the rules that are piling on. And, it’s great fun to see players fail and take a drink.
It’s also very easy to make it playable for just two players. The only thing to keep in mind is that you’ll have to make sure you alternate who starts the count, because 21 will always fall to the player who begins the round.
